Two people at a meeting table using apps on their smartphones

Mobile app development costs in Australia depend on the work the app must perform, the devices it must support and the evidence needed to accept it. Build a budget from scoped effort, supplier rates, external costs and identified risks. Then fund operation and updates separately. This guide provides a budgeting method and a copyable worksheet; it does not quote Australian market prices or Brainstack rates.

The useful first question is specific: can the intended user complete the essential task on their actual phone, under the conditions in which they work?

Brainstack provides mobile app development. Apply this guide to our proposals too. Ask us to identify which assumptions need a working prototype before you commit to the full build.

How should you scope mobile app development costs?

Start with one complete journey, including failure and recovery. For an inspection app, that might mean opening an assigned job, capturing evidence, submitting it and checking that the office received it.

Specify the users, supported devices, operating system versions, account rules and connectivity conditions. Identify who builds the backend and staff administration tools. A mobile interface cannot substitute for missing business rules or inaccessible integration endpoints.

Write exclusions alongside inclusions. Does launch include both iOS and Android? Are tablets included? Does “offline” mean viewing previously loaded records or completing new work without a connection? Each answer changes what the supplier must build and verify.

Keep unfamiliar requirements visible. Assign discovery work to resolve them instead of hiding them inside an unexplained contingency percentage.

Native, cross-platform or PWA: which changes the budget?

Choose an approach after checking the hardest device and distribution requirements. Each option carries different work; none has a universal saving percentage.

ApproachConsider it whenScope that still needs funding
Native iOS and/or AndroidPlatform-specific behaviour or a required SDK is central to the productEach required platform’s implementation, testing and release process, plus any shared backend
React Native or FlutterSubstantial UI and business logic can be shared across the required platformsPlatform-specific components, plugins or native code; device testing; separate release preparation
Progressive web appBrowser delivery meets the workflow and required capabilities work on target devicesBrowser compatibility, installation guidance, accessibility, update behaviour and any offline data requirements

React Native explicitly supports platform-specific code. Flutter provides platform channels for calling native platform code. Shared application code therefore does not establish that every feature is shared or that platform testing disappears. React Native documentation, Flutter documentation

A PWA’s installation experience and available integration with the operating system vary by browser and device. Include those combinations in the proof before selecting browser delivery. Our PWA guide introduces the approach; the project decision still needs device-specific evidence. MDN installation documentation

If the task is an occasional form submission and a responsive website already meets it, ask whether a separate app adds enough value. If only company-managed Android devices are in scope, do not quietly budget for consumer iPhones too.

Budget flow: prove the requirement that could invalidate the approach, then estimate implementation, verification and ongoing operation.

What belongs in the build estimate?

Request effort and rates by role against deliverables. Use one definition of a billable day and distinguish person-days from elapsed calendar days.

Build budget = sum of (role-days × that role’s day rate) + one-off external costs + an explicit risk allowance.

The mobile-specific work breakdown should include:

WorkstreamDeliverable to price
Discovery and prototypeAgreed journeys, platform decision and evidence for uncertain device capabilities
Experience designNavigation and interaction designs, including permission requests, empty states and errors
Mobile implementationAgreed workflows, device integration and platform-specific behaviour
Backend and administrationAuthentication, business rules, integrations, staff tools and migration where required
VerificationAutomated checks and agreed functional, accessibility, compatibility and performance testing
Release and handoverDistribution preparation, operational documentation, account access and an agreed support transition

Do not add together estimates that describe different boundaries. For example, an API may exist but still need new permissions, endpoints or data cleanup. Have the backend owner confirm the reuse assumption.

Copy this mobile app budget worksheet

Fill this in using a supplier’s actual quote. Duplicate a row when a workstream needs different roles or rates; do not multiply all days by one blended rate unless that is what the quote uses. Record currency, tax treatment and the hours in a billable day above the table. An empty input means the cost is unresolved; enter zero only for a confirmed no-charge item or agreed exclusion.

For each role row, multiply the quoted days by the quoted rate. Add those amounts, one-off external costs and the risk allowance for the build total. Below it, list monthly hosting and services, support and external subscriptions separately. A twelve-month operating estimate is twelve times the monthly total only if those amounts remain constant; record usage limits and annual or other non-monthly charges separately. Add build and operation for a first-year planning total, checking the stated tax basis and avoiding duplicated charges.

For salary benchmarks and engagement-model comparisons, use the broader Australian software development cost guide. This mobile breakdown identifies the work to which actual quoted rates should apply.

Price the uncertain behaviour before adding more screens

Suppose a proposed inspection app must upload large photos after intermittent connectivity. Treat that as a hypothetical requirement, not evidence that any particular platform or budget will succeed.

Ask the supplier to demonstrate capture, interruption, retry and a clear received status on a representative phone. Define the maximum evidence size and the user-visible recovery path. If work must continue offline, make the allowed operations and recovery behaviour explicit.

The estimate should identify the discovery output, implementation work and verification effort separately. For deeper design choices, refer the engineering team to our offline-first application lessons.

This approach also applies to a specialist SDK, Bluetooth accessory or background task. A prototype answers whether the requirement works under specified conditions. It does not establish production reliability, security or the finished product’s acceptance.

Which acceptance deliverables should the quote include?

Tie payments or release approval to agreed evidence, not simply completed screens. Request:

  • A supported-device matrix: named operating systems, device classes and the actual verification coverage.
  • Journey results: successful completion plus interrupted sessions, denied permissions, expired credentials and failed dependencies.
  • Quality results: agreed performance thresholds, accessibility checks and security testing appropriate to the data and functions.
  • Release materials: build instructions, signing and account responsibilities, store information where applicable, and a process for correcting submission issues.
  • Operational handover: source access, deployment instructions, monitoring ownership, support escalation and recovery procedures.

Android’s testing guidance separates functional, performance, accessibility and compatibility testing, and distinguishes local from device-based tests. A passing unit test suite alone therefore does not demonstrate the complete mobile experience. Android testing fundamentals

Apple’s review guidance requires complete submissions, device testing and access for reviewing login-based apps. Submission preparation belongs in the delivery plan. Define whether a milestone means submission, approval or availability to users; those are different outcomes. Apple App Review Guidelines

What will the app cost after launch?

Request an operating budget covering the first 12 months, with volumes and responsibilities stated. Include hosting, storage, monitoring, paid APIs, support and any applicable developer-account or distribution costs.

Separate keeping the agreed product working from adding features. Assign ownership for operating system changes, dependency updates, certificate or credential renewal, defect investigation and regression testing. Specify what the support agreement includes and what creates a separate charge.

Identify usage drivers such as uploaded media, map requests, messages and payment transactions. Ask for a base scenario and a growth scenario using your own expected volumes. Confirm the relevant supplier pricing when the quote is prepared.

For Australian buyers, every proposal should state currency, GST treatment, exchange-rate assumptions where relevant, and support hours for the locations involved. Record who controls the app-store accounts, backend accounts, code and operational documentation.

How do you compare two mobile development quotes?

Give each supplier the same journey, device matrix and acceptance plan. Ask these questions before comparing totals:

AskEvidence you need
What is shared between platforms?Named shared components and named platform-specific work
What does the backend assumption depend on?Confirmation from its owner, with required changes included
What happens when the difficult feature fails?A recovery design, prototype findings and acceptance tests
What finishes the release milestone?A defined submission or availability outcome and responsibility for remediation
What does ongoing support cover?Included work, response arrangements, exclusions and usage assumptions

If a supplier cannot explain a material assumption, keep it open in the comparison. A smaller total with unpriced work is not a complete budget.

Bring your essential journey, device list and current integration details to a mobile app scoping discussion with Brainstack. Ask for the deliverables, uncertainties and operating responsibilities that will make the estimate reviewable.
